In order to reduce the size and scope of a follow-up CL, this CL makes
some cleaning up and improvements to existing tests and adds some minor
test utility methods that will be used in the follow-up.
No change in behavior, this CL...
- Makes use of NiceMock in RtpTransceiver tests to avoid wall of text
spam for various "uninteresting" method calls in all tests in this
file.
- Refactors creating senders, receivers and transceivers to allow the
follow-up CL to create such objects for kind "video" as well.
- Exposes cricket::FakeVideoEngine* to RtpTranscieverTest and allows
adding unidirectional video codecs in the fake engine, to be used by
the follow-up CL's tests.
- Allows creating fake video engine codecs from SdpVideoFormat in the
fake decoder factory (already possible in the fake encoder factory).

Remove EncodedFrame::MissingFrame, as it was always false in actual
in-use code anyway, and remove usages of the Decode missing_frames param
within WebRTC. Uses/overrides in other projects will be cleaned up
shortly, allowing that variant to be removed from the interface.

The purpose of this interface is to allow VideoEncoder to override
the bandwidth allocation set by FecController in RtpVideoSender.
This CL defines the interface and sends it down to VideoSender.
Two upcoming CLs will:
1. Make LibvpxVp8Encoder pass it on to the (injectable)
FrameBufferController, where it might be put to good use.
2. Modify RtpVideoSender to respond to the message sent to it
via this API.

This cl deprecates the FrameType enum, and adds aliases AudioFrameType
and VideoFrameType.
After downstream usage is updated, the enums will be separated
and be moved out of common_types.h.

Currently, CPU overuse settings for HW encoders are sometimes being used
even though the actual encoder is a SW encoder, e.g. in case of SW fallback
when the encoder is initialized. Polling is_hardware_accelerated after the
encoder has been created and initialized will improve choosing the correct
CPU overuse settings.
