b6b34fc213 Add weighted PSNR-YUV from Ohm2012 to PC test framework. 
This metric weights the PSNRs of luma and chroma planes in
a slightly smarter way than our current PSNR metric.

317a1f09ed Use std::make_unique instead of absl::make_unique. 
WebRTC is now using C++14 so there is no need to use the Abseil version
of std::make_unique.

This CL has been created with the following steps:

d93a51dfaa Enabling clang::find_bad_constructs for common_video. 
This CL removes //build/config/clang:find_bad_constructs from the
suppressed_configs list, which means that clang:find_bad_constructs
is now enabled on these translation units.

665174fdbb Reformat the WebRTC code base 
Running clang-format with chromium's style guide.

The goal is n-fold:
 * providing consistency and readability (that's what code guidelines are for)
 * preventing noise with presubmit checks and git cl format
 * building on the previous point: making it easier to automatically fix format issues
 * you name it

Please consider using git-hyper-blame to ignore this commit.

654320666d Including libyuv headers using fully qualified paths. 
Using fully qualified paths to include libyuv headers allows WebRTC to
avoid to rely on the //third_party/libyuv:libyuv_config target to
set the -I compiler flag.

Today some WebRTC targets depend on //third_party/libyuv only to
include //third_party/libyuv:libyuv_config but with fully qualified
paths this should not be needed anymore.

A follow-up CL will remove //third_party/libyuv from some targets that
don't need it because they are not including libyuv headers.
