Also CHECK in OutputPathWithRandomDirectory. This function is used in tests that need a unique folder to avoid interaction with other tests that may run in parallel. Continuing with a non-unique folder if the creation fails, is likely to cause surprising errors later on.

From the new header file:
* MonoView<>: A single channel contiguous buffer of samples.
* InterleavedView<>: Channel samples are interleaved (side-by-side) in
the buffer. A single channel InterleavedView<> is the same thing as a
MonoView<>
* DeinterleavedView<>: Each channel's samples are contiguous within the
buffer. Channels can be enumerated and accessing the
individual channel data is done via MonoView<>.
There are also a few utility functions that offer a unified way to check
the properties regardless of what view type is in use.

We need to be able build chromium with rtc_include_tests = true. It
reveals a lot of targets that are not compatible with chromium but
aren't marked so.
`rtc_include_tests=true` has been considered a way to disable targets for the Chromium build, causing an overload on rtc_include_tests while the meaning of the two GN args (rtc_include_tests and build_with_chromium) should be kept separated.

This CL refactors and optimizes the 3-band split-filter in APM, which
is a very computationally complex component.
Beyond optimizing the code, the filter coefficients are also quantized
to avoid denormals.
The changes reduces the complexity of the split filter by about 30-50%.
The CL has been tested for bitexactness on a number of aecdump
recordings.
(the CL also removes the now unused code for the sparse_fir_filter)

`gn format` recently [1] changed its formatting behavior
for deps, source, and a few other elements when they
are assigned (with =) single-element lists to be consistent
with the formatting of updates (with +=) with single-element.
Now that we've rolled in a GN binary with the change,
reformat all files so that people don't get presubmit
warnings due to this.
CL generated with:
$ git ls-files | grep BUILD.gn | xargs gn format
$ gn format build_overrides/build.gni
$ gn format build_overrides/gtest.gni
$ gn format modules/audio_coding/audio_coding.gni

This CL removes the use of absl::InlineVector in the PushResampler which
causes real-time reallocations for setups with more than 8 channels.
As part of the CL, it also removes one dependency on absl for the
common_audio module.

Static libraries don't guarantee that an exported symbol gets linked
into a shared library (and in order to support Chromium's component
build mode, WebRTC needs to be linked as a shared library).
Source sets always pass all the object files to the linker.
On the flip side, source_sets link more object files in release builds
and to avoid this, this CL introduces a the GN template "rtc_library" that
expands to static_library during release builds and to source_set during
component builds.

This CL consistently use:
* relative paths for WebRTC dependent targets (test_support)
* absolute paths for shared dependent targets (abseil)
This is a necessary (but insufficient) step to build WebRTC tests
from Chromium tree (rtc_include_tests=true), since test/ doesn't
sit anymore in the top level directory.
We also make sure that target declarations and uses are
consistent in regard to build_with_chromium flag.

The PushResampler has a SincResampler per channel. Before this CL, it
was hard-coded to handle up to 2 channels. In this CL I made it handle
arbitrarily many.

LappedTransform is only used in BandwidthAdaptationTest and therefore it
should not be anymore a visible target under common_audio.
This CL moves LappedTransform and other two classes it depends on (and which
are not used elsewhere) to modules/audio_coding/codecs/opus/test.
