932e361a94 Format /api folder
At Meta, we have formatted the repo according to WebRTC .clang-format
file. Currently, those changes are stored as patch and we'd like to
apply them to the base WebRTC release instead.

I will be submitting CLs per folder. The plan is to format all h|cc|mm|m
files, while exlcuding Matlab files from the formatter as clang
misinterprets them as ObjC.

Formatting done via:

git ls-files | grep -E '^api\/.*\.(h|cc)' | xargs clang-format -i

No-Iwyu: Includes didn't change and it isn't related to formatting

825e4f19ce VideoAdapter: Interpret requested resolution as max restriction.
The `requested_resolution` API must not change aspect ratio, example:
- Frame is 60x30
- Requested is 30x30
- We expect 30x15 (not 30x30!) as to maintain aspect ratio.

This bug was previously fixed by making VideoAdapter unaware of the
requested resolution behind a flag: this seemed OK since the
VideoStreamEncoder ultimately decides the resolution, whether or not
the incoming frame is adapted.

But this is not desired for some non-Chrome use cases. This CL attempts
to make both Chrome and non-Chrome use cases happy by implementing the
aspect ratio preserving restriction inside VideoAdapter too.

This allows us to get rid of the "use_standard_requested_resolution"
flag and change the "VideoStreamEncoderResolutionTest" TEST_P to
TEST_F.

cbf5122333 Avoid signaling requested_resolution back to the adapting source.
When requested_resolution uses a different aspect ratio than the source
the encoder will restrict the frame without changing its aspect ratio,
e.g. a 60x30 input frame that is restricted to 30x30 results in 30x15,
not 30x30.

While this logic works correctly in isolation, if the source also adapts
the frame size based on the sink_wants.requested_resolution that is
signaled back to the source, then the source will produce stretched
30x30 prior to the encoder which happily sends 30x30 not knowing any
wiser.

This is incompatible with the spec[1] and makes this WPT[2] fail. The
correct behavior is to NOT signal the requested_resolution back to the
source, the encoder already configures the correct resolution so this
isn't actually needed and the source shouldn't need to know this API.

In order not to break downstream projects, the new behavior is landed
behind a flag and both behaviors are tested with TEST_P.

This unblocks launching scaleResolutionDownTo API on Web. Migrating
from old to new code path and deleting the flag is a follow-up AI:
webrtc:366284861.

e1cd3ad4f5 Switch encoder on init failure
Currently if encoder initialization fails WebRTC doesn't send any video.
This CL adds functionality that changes encoder type in such case and
restores the video. If encoder selector is available we switch to
encoder it recommends. Otherwise, VP8 is used as the default fallback
encoder.

b03b6c8a94 Move setting of encoder bitrate allocation callback type to VideoSendStream
It turned out that the negotiated rtp header extensions are not fully known in WebRtcVideoChannel::AddSendStream.

The cl also remove the unnecessary factory for creating VideoStreamEncoder.

dcef6410b3 Stop using VideoBitrateAllocationObserver in VideoStreamEncoder.
VideoBitrateAllocation is instead reported through the EncoderSink.
Enable VideoBitrateAllocation reporting from WebRtcVideoChannel::AddSendStream in preparation for
using the extension RtpVideoLayersAllocationExtension instead of RTCP XR.

9b05803e19 Implement injectable EncoderSelectorInterface and wire it up in the VideoStreamEncoder.
The EncoderSelectorInterface is meant to replace the "WebRTC-NetworkCondition-EncoderSwitch" field trial, so the field trial will be ignored if an EncoderSelectorInterface object has been injected.

d9cc8c08dc Encoder switching based on network and/or resolution conditions.
In this CL:
 - Renamed EncoderFailureCallback to EncoderSwitchRequestCallback. An encoder
   switch request can now also be made with a configuration that specifies which
   codec/implementation to switch to.
 - Added "WebRTC-NetworkCondition-EncoderSwitch" field trial that specifies
   switching conditions and desired codec to switch to.
 - Added checks to trigger the switch based on these conditions.

e8ed83003d WebRtcVideoChannel encoder fallback.
In this CL:
 - Added WEBRTC_VIDEO_CODEC_ENCODER_FAILURE return code that can
   be returned by the encoder wrapper in case of a broken encoder.
 - Added EncoderFailureCallback interface that can be called
   to request encoder fallback to be performed. Implemented by
   WebRtcVideoChannel and called from the VideoStreamEncoder.
 - Updated SelectSendVideoCodec to select all compatible codecs instead
   of just one.

This is a reland of 11dfff0878c949f2e19d95a0ddc209cdad94b3b4

Now that I am sure that WebRTC code is not calling the obsolete
versions, I will just remove the NOT_REACHED and call the
new version from the old ones, so as not to trip up downstream
projects.

c2ebe21ba9 Reland "Use the factory instead of using the builtin code path in VideoCodecInitializer"
Compared the original CL: https://webrtc-review.googlesource.com/c/src/+/94782

This new CL added backward compatible functions to WebRtcMediaEngineFactory so that internal projects will not be broken.

Because of that, now we can revert all the changes to SDK and PeerConnection and do it in following CLs. This makes this CL cleaner.

One temporary disadvantage of this is the media engine now need to take a dependency onto builtin video bitrate factory, but practically it just moved code around and should not result in a large binary size change. We can remove this dependency later if needed.
