At Meta, we have formatted the repo according to WebRTC .clang-format
file. Currently, those changes are stored as patch and we'd like to
apply them to the base WebRTC release instead.
I will be submitting CLs per folder. The plan is to format all h|cc|mm|m
files, while exlcuding Matlab files from the formatter as clang
misinterprets them as ObjC.
Formatting done via:
git ls-files | grep -E '^api\/.*\.(h|cc)' | xargs clang-format -i
No-Iwyu: Includes didn't change and it isn't related to formatting

This replaces the WaitUntilCondition function that was used in the
peer_connection_encodings_integrationtest previously. Along with that it
adds tests and improved error message printing.
As a drive-by, matchers were added for RTCError as these are the return
type of this utility function.

New api ensures field trials are available at construction time of the AudioProcessing object.
This would allow AudioProcessing implementation to use propagated field trials during construction.
Also, short term, it ensures AudioProcessing is constructed after global field trials are set.

It works in the same way as the first packet received callback and can be used for latency measurements.
One important detail is that RTCP and probe packets are excluded from triggering the callback.

spatial_layers_qp holds the QP values for all the spatial layers. However, receiver only sees one of the spatial layers at a given time. It is of interest to know the shown spatial layers QP. This could also be used to indicate if upper layers are frequently dropped or not.

The new type PriorityValue is a strong 16-bit integer matching RFC 8831
requirements that can be built from a Priority enum.
The value is now propagated and used by the SCTP transport, but enabling
the feature still requires a field trial for now.

Allow API users to access the NetworkControllerInterface instance that a
given PC ended up with, to allow integrators who have provided a
PeerConnectionFactoryDependencies.network_controller_factory to
associate a created instance of their custom network controller with the
PC using it.

Before the schedule starts an absl::AnyInvocvable is executed every time
a packet is enqued. The incocable should return true, if the schedule should
be started.
The pupose is to allow tests to not start a schedule until ICE and DTLs
is connected.
