This change is part of a change to break the dependency between "api:rtp_headers" and "api/video:video_frame". It does so by first creating an empty "api/video:video_rtp_headers" build rule so that downstream projects can be fixed before moving the source files.

This cl deprecates the FrameType enum, and adds aliases AudioFrameType
and VideoFrameType.
After downstream usage is updated, the enums will be separated
and be moved out of common_types.h.

Since there is no way to enable/disable these diagnostics at runtime,
this CL moves the suppression into the rtc_* templates in order to
remove the need to explicitly add the snippet of code needed to
suppress it (currently copy/pasted in 144 locations).
The diagnostic that causes the most problems is the one about "complex
class/struct explicit ctor/dtor" [1] because WebRTC doesn't find
it useful enough.
Other diagnostics are good (for example the one that warns about
using "virtual" instead of "override", but that will be covered by
this clang-tidy check [2]) while others are Chromium related so
they have never triggered.

This method allows asynchronously posting tasks, in the form of
functors to be invoked, on the thread represented by rtc::Thread.
This CL removes PostMessageWithFunctor(), putting the implementation of
it directly into rtc::Thread::PostTask(), and moves & updates the test
coverage to thread_unittest.cc.

Import proto_library.gni when rtc_enable_protobuf is true instead of when
build_with_mozilla is false.
Makes it maybe easier to reason about the intention (e.g. intention is to not
compile any protobuf in, hence flag rtc_enable_protobuf)
The build file could not work if build_with_mozilla = true but
rtc_enable_protobuf = true.

Also updating the tests so they pass. The previous target was not part
of the targets that runs on the try bots, so they started breaking

This function is used to post messages onto rtc::Threads. The thread
invokes the functor without blocking the calling thread. Messages posted
in this way are executed in the order that they were posted. This is
meant to work as the equivalent of "thread->PostTask()" in Chromium.
Note: AsyncInvoker currently does something similar but it is more
cumbersome to use (somebody has to create it and own it and make sure
not to destroy it while tasks are pending or else they're cancelled). It
also comes with a fundamental flaw: You cannot destroy the AsyncInvoker
from within the functor (this results in a neverending Wait). This makes
the AsyncInvoker not suitable for implementing "destructor traits"
amongst other things.
This CL will allow us to easily add "PostTask()" to rtc::Thread or add
support for DestructorTraits, which is especially useful when you have a
reference counted object that is referenced from multiple threads but
owns resources that has to be destroyed on a particular thread.
Blocking invokes are forbidden in Chromium but WebRTC performs them
frequently. Being able to perform the equivalent of PostTask() is a
good thing.

This CL adds a single class to manage the use case of having a task
that repeats itself by a fixed or variable interval. It replaces the
repeating task previously locally defined for rtp transport controller
send as well as the cancelable periodic task. Furthermore, it is
introduced where one off repeating tasks were created before.
It provides the currently used functionality of the cancelable periodic
task, but not some of the unused features, such as allowing cancellation
of tasks before they are started and cancellation of a task after the
owning task queue has been destroyed.

moving gunit helpers (rtc_base/gunit.h) and rtc_base/testclient.h
(which depends on gunit helpers) to their own build target.
It also removes some unused dependencies in the WebRTC build graph.

Reason for revert: The GN definitions cause problems for downstream tooling. They're also generally complicated and reach deep into Chromium's build which is undesirable. Setting `rtc_use_pipewire = true` by default should also be re-evaluated.

RTC_ENABLE_VP9 is more natural to deal with then RTC_DISABLE_VP9.
In all the places this macro is used, WebRTC needs to do more things
so it is easier to "do more if RTC_ENABLE_VP9 is defined" than
"do more if RTC_DISABLE_VP9 is not defined".

Some targets used to be included transitively via ortc.
Since ortc module has been removed (Bug: webrtc:9824),
this CL explicitly add them in main //:webrtc target.
As a result, the following functions are exposed again:

With the expanding use cases for webrtc::CryptoOptions it makes more sense for
it to be be available per peer connection instead of only as a factory option.
To support backwards compatability for now this code will support the factory
method of setting crypto options by default. However it will completely
overwrite these settings if an RTCConfiguration.crypto_options is provided.
Got LGTM offline from Sami, adding him to TBR if he has any further comments.

In order to implement a WebRTC component in Chromium, WebRTC needs to
export some symbols.
If RTC_EXPORT relies on COMPONENT_BUILD to mark symbols as exported
or imported, it will not be possible to incrementally add RTC_EXPORT
because the Chromium build will break (two Chromium components that
export a symbol or no component that exports it).
By using `rtc_enable_symbol_export` (which makes GN define
WEBRTC_ENABLE_SYMBOL_EXPORT), WebRTC will be able to incrementally mark
symbols with RTC_EXPORT and flip the value of `rtc_enable_symbol_export`
in the Chromium build when everything will be ready.
