Create the DtlsTransportInternal
DtlsTransportInternal is an internal interface that does DTLS. The DtlsTransportChannel will inherit from this class instead of the TransportChannelImpl so that the ICE-related methods can be separated. Once the DtlsTransportChannl inherits from this class.
