Add support for PipeWire 0.3
Adds a new "rtc_pipewire_version" build option to specify version of PipeWire we want to build against. We use version "0.2" by default which is version of PipeWire we currently have in sysroot and which is supported even on older systems like RHEL7 and Debian.
