Generalize MovingMedianFilter to MovingPercentileFilter
* Make `percentile` configurable and rename class. * Introduce convenience type `MovingMedianFilter` that maintains the behaviour of the old class with that name. * Move home grown moving 95th percentile filter in `JitterEstimator` to this new utility class.
